In 2010, the Southern African Development Community (SADC) Water Division launched a series of guidelines to assist with the strengthening of river basin organisations in the SADC region. This set of guidelines, included Establishment and Development, Funding and Financing, Stakeholder Participation, and Environmental Management provide basic guidance for establishing a transboundary river basin organisation, following a consistent structure:

Based on best practices and lessons learned gathered from across the SADC region and around the world, the purpose of the guideline for Stakeholder Participation is to establish a set of procedures to assist river basin organisations to engage with their stakeholders through rich and equitable participatory processes.
