Invitation for Bids

1. This Invitation for Bids is an Open International Tender invitation.

2. The Makonde Plateau Water Supply and Sanitation Authority (MWSSA) has received UK aid funding (hereinafter called “funds”) from the UK government through the Climate Resilient Infrastructure Development Facility (CRIDF) (hereinafter called “the Funder”) towards the cost of Makonde Plateau Water Supply Scheme: Immediate Measures Phase 1.  CRIDF is an official SADC program working to deliver sustainable small-scale infrastructure across 12 SADC countries with a demand driven programme focussing on water services, water resource management and water for livelihoods, fostering sustainable development of the region’s water resources and addressing the water, food and energy nexus. MWSSA intends to apply a portion of the funds to eligible payments under the contract for which these bidding documents are issued.

3. The Makonde Plateau Water Supply and Sanitation Authority now invites sealed bids from suitably qualified contractors to construct, install and commission works for the rehabilitation and enhancement of water supply infrastructure on Makonde Plateau, Mtwara Region, Tanzania. The project includes the following components:

1. Reinforcement of 6km of pumping main from Mitema to Nanda by constructing 300 mm steel pipe in parallel with existing 300 mm steel pipe;
2. Reinforcement of gravity main from Nanda to Mtopwa by constructing 2.2 km of 350 mm steel pipe in parallel with existing 250 mm PVC pipe;
3. Rehabilitation at Mitema Water Treatment Works comprising:

  • Chemical House: provide chlorine dosing facility and repair corroded steelwork
  • Aeration Towers: rehabilitate
  • Clear Water Tanks: rehabilitate 3 no. tanks
  • High Lift Pump Station: replace suction and delivery isolation valves, replace non-return valves, replace corroded suction pipes
  • Electrics: provide power factor correction, provide circuit breakers, repair panel doors, check cable rating and replace if necessary, upgrade chemical house electrics

Mtopwa Break Pressure Tank: rehabilitate and return to service
Only tenderers who have suitable demonstrable experience in the SADC region, and have capacity in the required work activities, are eligible to submit tenders. 

4. Bidding will be conducted through the international competitive bidding procedures specified in Section 150 of the Public Procurement Regulations, 2013 – Government Notice No. 446 and is open to all eligible Bidders to submit offers.

Bidders may also inspect the bidding documents at the office of the Secretary’s Tender Board, P.O. Box 90, Newala, Mtwara Region, Tanzania from 8.00 to 15.00 hours local time on Mondays to Fridays inclusive except on public holidays.

6. A non-compulsory site visit shall be arranged by MWSSA for the benefit of Bidders. This shall be held at Makondeko at the Makonde Headquarters (10°57.4'S, 39°20.4'E) at 09:00hrs on Wednesday 21 November, 2018. To reach the office from Newala town centre drive east on the Tandahimba Road for 4.4 km then turn right and drive for 4.3 km. The Makondeke complex is on the right. While attendance at this site visit is not compulsory, it is compulsory for Bidders to visit the site before submission of bid. Such attendance shall be registered and witnessed by assigned MWSSA staff.

7. All bids must be accompanied by a bid security to the value of USD 5,000.00 in the format provided in the bidding documents.

8. All bids comprising one original plus three copies, properly filled in, and enclosed in plain envelopes must be delivered to the address below:

at or before noon local time on Tuesday 11 December, 2018.

The tender must be a hard copy paper submission. Requirements for sealing, addressing, delivery, opening and assessment of tenders are stated in the Instructions to Bidders.

9. Bids will be opened promptly thereafter in public and in the presence of Bidders’ representatives who choose to attend the opening at the COWI Tanzania Ltd offices, Jangid Plaza, 2nd floor, Plot G6, Chabruma Road, PO Box 1007, Dar es Salaam.

10. Late bids, portion of bids, electronic bids, and bids not opened and not read out in public at the bid opening ceremony shall not be acceptable for evaluation irrespective of the circumstances.

11. The Employer is not bound to accept the lowest or any bid.
