The Strategic Framework and Programme of Action: Comprehensive Care and Support for Orphans and Other Vulnerable Children and Youth in SADC provides guidelines for services to improve the situation of children at risk throughout Southern Africa. In order to ensure this strategic framework is implemented effectively by all Member States, SADC also developed the Monitoring and Evaluation Framework for Orphans, Vulnerable Children and Youth 2012-2015.

Consistent with the aims of the Strategic Framework, the Monitoring and Evaluation Framework seeks to ensure all children and youth throughout the SADC region receive minimum basic services to help them survive and develop. It measures the implementation of the Strategic Framework through impacts, outcomes, and outputs in each Member State, defining the principles, conditions, and processes for effective delivery of services to vulnerable children and youth across all sectors. It also measures the extent of youth’s access to the Minimum Services Package, the extent of harmonisation of policies throughout the region, and the amount of implementation of the business plan.
