The Heads of State and Government of the signatory countries of the Peace, Security and Cooperation (PSC) Framework for the Democratic Republic of the Congo (DRC) and the region held the Seventh High-Level Meeting of the Regional Oversight Mechanism (ROM) on 26 October 2016 in Luanda, Angola. The meeting was convened by H.E. President José Eduardo dos Santos of the Republic of Angola, with the support of the Guarantor institutions, namely, the United Nations, the African Union (AU), the International Conference on the Great Lakes Region (ICGLR) and the Southern African Development Community (SADC).
